The Radiation and Nuclear Safety Authority Develops Licensing and Supervision Through a System Reform

The Radiation and Nuclear Safety Authority aims to better meet the needs of its customers by renewing its supervision and licensing information system. The development of the new STURE system is part of a broader strategic program for developing supervision.

“The goal of the supervision development program is to look further ahead and consider what supervision will look like and how it will be carried out in the coming decades”, says Tommi Toivonen, director at The Radiation and Nuclear Safety Authority (STUK). Process development helps to create a new system that meets the needs of operators and facilitates licensing and supervision activities.

The new system is called STURE, and in its first phase, it will serve users of radiation in industry and healthcare.

“Based on our background studies, we have concluded that the best solution for STUK's needs is an integrated information system that brings together various areas of supervision such as supervision and licensing of radiation practices, the dose register, and nuclear safety supervision. This will streamline the licensing and supervision processes,” says Markus Kangasniemi, Program Manager for STURE at STUK.

STURE System Implementation Begins

The planning of the STURE system begins in May in cooperation with Gofore Plc, system provider selected through a public tender. In the first phase, a supervision and licensing system for radiation practices will be implemented, along with related electronic services. The goal is to have the first functionalities available to customers during summer 2026.

Preparatory work on radiation dose monitoring and registry has started and it is planned to migrate to STURE in 2028. Pre-planning for the migration of nuclear safety supervision to the system has also started.
