Applying for a safety licence for the use of radiation 

The use of radiation is subject to a safety licence granted by the Radiation and Nuclear Safety Authority (STUK). On this page you can find more information on how to apply for a safety licence, how to change your licence and how to stop using radiation. The website links to a form service where applications, notifications and changes can be made. STUK does not grant safety licence in English. The safety licence is issued in Finnish or Swedish.

Radiation sources include X-ray equipment, radioactive substances and any appliances which contain radioactivity as well as radioactive waste. The use of radiation includes the use of a radiation source as well as the manufacture, trade, installation, services, repair, leasing, possession, import and export of radiation sources and the transport of a high-activity sealed source. The use of radiation also includes the processing and rendering harmless of radioactive waste. 

 

How to apply for a new safety licence

The use of radiation requires a safety licence, so you should apply for a safety licence well in advance before starting a radiation practice. You may not start the practice or possess any equipment before STUK has granted you the safety licence.

The safety licence application must contain the following information: 

  • information about the applicant 
  • the purpose of the practice and information on the facility or place where the practice is carried out; for example, structural radiation shielding (floor plan) or other arrangements to ensure safety 
  • the management system for radiation practice, including the Radiation Safety Officer (STV) and his/her duties and the use of a radiation safety expert (STA) in the practice 
  • a certificate demonstrating the qualifications of the Radiation Safety Officer (this requirement does not apply to hospital physicists or dentists with a health care provider identifier issued by Valvira) 
  • safety assessment concerning the radiation practice 
  • information on the radiation sources, the related appliances and shielding and on service arrangements 
  • the quality assurance procedures complied with in the practice  
  • plan for radiation safety deviations

The processing will take approximately 30 days, after which you might receive a request for further information or a decision concerning the granting of the safety licence. You may not commence the radiation practice before receiving the decision. STUK sends the decision by email to the address you have stated in the application.

STUK may grant a safety licence to a party that practices business operations in Finland. The licence is usually valid until further notice or, for a special reason, for a fixed period of time. The safety licence of a foreign company is always a fixed-term licence.

The Radiation and Nuclear Safety Authority may revoke a safety licence in the following situations:

  • The conditions for granting the licence are not met.
  • The licensee repeatedly or materially breaches the conditions of the licence or the Radiation Act or the provisions or regulations issued pursuant to it.
  • The licensee fails to correct deficiencies or its procedures despite a recommendation to do so. 

How to change your safety licence

When you have received the safety licence, please ensure that the use of radiation complies with the safety licence and that the information in the safety licence is up to date. Some changes in operations require STUK's approval and a change to the safety licence in advance. Some changes can be reported to STUK within two weeks of the date the change became effective.

Significant changes in operations require an application in advance. Such changes include, but are not limited to:

  • a change of the safety licence holder (the Business ID changes)
  • a significant change in the management system 
  • a change in the place of business or addition of a new radiation facility 
  • a change in the premises or radiation shielding when adding a new piece of equipment 
  • a change of operations towards more demanding operations (an updated safety assessment has to be attached to the application)
  • a change in the classification assessed in the safety assessment to a more demanding classification. 

Other changes in operations require a notification within two weeks. Such changes include, but are not limited to:

  • a change of the radiation safety officer (STV)
  • removing or replacing a radiation source with an equivalent one without any changes to the structural shielding or other arrangements 
  • a change in the operations so that the classification assessed in the safety assessment becomes less demanding 
  • a change of contact details or a change of the name of the operator.

The processing will take approximately 30 days, after which you might receive a request for further information, a decision on the safety licence or a notification that the change is being processed. 

Remember to keep your safety licence up to date at all times. In particular, please make any changes and cancellations related to the safety licence well in advance of the turn of the year, since the annual regulatory charge is charged in accordance with the practices or equipment covered by the safety licence on 1 January.

Discontinuing the use of radiation

When you discontinue the use of radiation partially or completely, notify STUK about it. State in the notification what has been done to the decommissioned radiation sources or equipment. STUK will revoke the safety licence if the radiation practice has been discontinued altogether and if you have demonstrated in an acceptable manner that you have surrendered or rendered harmless the radiation sources indicated in the licence and processed the radioactive waste generated in the practice. 

If you decommission a radiation source by handing it over to another operator, you must ensure that the receiver has a valid safety licence for that type of radiation source. 
The safety authorisation cannot be revoked if the operator is still in possession of the radiation source or equipment.

What activities do not require a safety licence?

The Radiation Act lists practices that do not need a safety licence. The most significant practices exempt from a safety licence are: 

  • the use of non-ionizing radiation, except show lasers 
  • the use of smoke alarms and fire detectors containing the radioactive isotope americium-241
  • the use of radioactive substances when the activity of the substances is below the exemption value 
  • the transfer of a radiation source between EU countries
  • the export of a radiation source which does not contain a radioactive substance to a location outside the EU
  • the transport of radioactive substances, excluding the road or rail transport of high-activity sealed sources 
  • possession of health care or veterinary medicine X-ray equipment, provided that the holder has a safety licence for the use of an equivalent appliance in the field of health care or veterinary medicine or for the installation, maintenance or remediation of such appliance.
