STUK to carry out the safety assessment of Fennovoima in stages

The Radiation and Nuclear Safety Authority (STUK) has started to prepare the safety assessment related to the construction licence processing of Fennovoima’s nuclear power plant.

The Radiation and Nuclear Safety Authority (STUK) will prepare the safety assessment concerning Fennovoima’s nuclear power plant construction licence application in stages. According to STUK’s latest regulatory report concerning Fennovoima’s nuclear power plant project, STUK does not yet have all the material necessary for making the assessment.


According to Project Manager Janne Nevalainen from STUK, a large part of Fennovoima's preliminary safety report was received by STUK in 2021 and the missing parts are expected to be delivered in early 2022. “The preliminary safety report is the largest sets of application documents in the construction licence phase which STUK uses for the safety assessment,” says Project Manager Nevalainen.


The preliminary safety report explains the technical design basis of the plant and its systems and the safety analyses supporting them. In addition, the report includes descriptions of the available organizations, their ability to produce quality and maintain a good safety culture. The preliminary safety report also contains the plant supplier's and Fennovoima's own safety assessments of the entity.


At the end of 2021, Fennovoima also provided STUK with its updated licence plan. STUK had previously made a request for specification concerning the plan.  In the licencing plan, Fennovoima states when and in which logical entities it will submit licence application documents to STUK for the safety assessment or for approval and information at different stages of the plant project.


“When it comes to licensing planning, the focus must be firmly on the future,” says Janne Nevalainen.


STUK has started the processing of the plan and will continue discussions on the progress of the licencing with Fennovoima at the beginning of this year.


Inspections mainly carried out as remote inspections


During the final third of 2021, STUK also continued to supervise Fennovoima’s operations. In this context, STUK carried out four inspections concerning the supervision of the implementation and planning of the nuclear power plant's automation, the planning of operations as well as management and safety culture.
Inspections were mainly carried out as remote inspections due to COVID-19. It was not necessary to postpone or cancel the processing of matters due to the COVID-19 situation.
